Overview/Summary
The Arizona State University's (ASU) Performance Based Studies Group (PBSRG) is a non-profit research group in the Ira A. Fulton School of Engineering. Since 1994, PBSRG has applied best-value and leadership based concepts to develop organization and service models that enhance efficiency and performance and minimize risk. PBSRG is recognized as the worldwide expert in best-value and performance information systems.
PBSRG has developed tools and methodologies to solicit, award, and manage procurement projects, including architectural services, construction services, IT, and other business services.
The Performance Information Procurement System (PIPS) best-value program assists owners in the selection process, contract development, preplanning, risk management, and in the management of the vendor after the award has been made. This combination of pre-award and post-award functions makes the PIPS process unlike any other best-value tool.
This contract provides state and local governments access to the services provided by PBSRG on a priority basis. Services may include staff and vendor training on the best-value process, assistance with the preparation of documents and procedures based on the entity's procurement policies, assistance with project scheduling, education and assistance in collecting Past Performance Information (PPI), assistance throughout the selection process, and continued program support. Additionally, entities may purchase a life-time license at a significant discount. Licensing may or may not be required, depending on the individual project as decided between the entity and ASU.
